After a lot of wrangling we were persuaded to add this Expanse Settlement pack to the Official CE store. You still need to be captain level 30 and have purchased a Settlement license to deploy this pack.

Take the time to read the settlement guides on the forums and talk to other settlement owners before jumping in. Owning and running a settlement is a seriously expensive business. It is challenging and yet can be very rewarding.
